Bill in CA Legislature Would Provide Relief For Flight Training Facilities
Sacramento, CA, July 1, 2010 -- The National Air Transportation Association (NATA) is pleased to
announce that California Assemblyman Roger Niello has introduced amended legislation that would
provide a delay in compliance for California flight training from regulations issued by the Bureau of
Private Post Secondary Education (BPPE). Amended Assembly Bill 1140 (AB 1140) provides for an
18 month delay in compliance for all flight training as well as requiring the California legislature to
hold informational sessions during the delay to examine the appropriateness of regulating flight
training.
California flight training providers were surprised earlier this year when they learned that legislation
passed last year would now deem them to be "private postsecondary educational institutions" and
therefore subject to the BPPE's regulations. These regulations included fees and requirements that
threatened to force a large number of training facilities to close their doors.
Regarding the amended AB 1140, Assemblyman Roger Niello, 5th Assembly District Representative
stated, "It's important that when an unforeseen and unintended consequence occurs after the
passage of legislation, we recognize that and adjust accordingly. In this case, the Legislature did
not take into account the unique nature of the flight instruction industry in California with the passage
of AB 48. California already has a difficult regulatory climate for businesses to navigate. We
can't continue down that path. The Legislature needs to pass AB 1140 and provide the extension
for the industry while it evaluates the appropriate level of regulation that will protect students and
ensure the viability of the industry."
"NATA is pleased that Assemblyman Niello has offered this delay in compliance," explains NATA
Director of Regulatory Affairs Michael France, "It is now imperative that all members of the flight
training industry in California contact their state representatives in support of AB 1140."
The California State Legislature is slated to begin their summer recess tomorrow, July 2nd. When
the legislature returns to Sacramento in early August, the industry will only have four weeks to get
AB 1140 passed before the legislature adjourns for the year.

Sadly we lost Bill Blanchard in an automobile accident on Tuesday June 29th. Bill was traveling North
on Benson in his pick up, when he was struck by a car running the red light at Baseline. The driver that
hit Bill was fleeing the Claremont Police in a stolen car.
Bill was a very important part of the success of Cable Airport. As Airport Planning Director since the mid
1980s, Bill applied for and supervised the FAA Grant Projects. Bill wrote the first Airport Master Plan and
is the leader in that plans continuing update, going on now. Bill was overseeing the 14th FAA Grant, still
in the planning stages.
Bill graduated Pomona College in 1955 with a BA in Music and in 1956 from the Eastman School of Music
with his MA in Music. Bill was drafted soon after and spent his Army days arranging music for the 8th
Army Band in Seoul Korea. Bill taught math and music at Chaffey College for many years and is well
known and loved for his current musical projects throughout the Inland Empire.
You may not have known Bill, but you may have known his family. You may know Mike Hartman, Bills
step-son, who has worked at Foothill Aircraft as a Mechanic for many years. You may know Mikes mom
and Bills wife, Arlene, who has been a local business merchant in the Beauty Salon trade for many
years in the Southland Our airport world is small and the strings that bind us together are very short.
Memorial Services for William Briggs Blanchard will be held on Saturday, July 10, 2010 at 11:15 am at
the First United Methodist Church of Upland, 262 N. Euclid Ave., Upland, CA 91786

PLANNING GRANT UPDATE

By the time you receive this CableGram, tenants receiving
statements from the airport should have received a Survey
from Andrew Scanlon of AECOM. Getting as much information
as possible regarding the current status of the airport is an important
portion of providing a base from which to develop a
plan of action for the next 20 years. Part of this information includes
the makeup of the owner population and the types, age
and usage of based aircraft as well as an indication of how
tenants feel the airport meets their needs for providing a home
for their aircraft. The survey may be returned anonymously, or,
if you would be willing to be contacted by Andrew if he has
questions about your responses, you may fill in your name and
phone number. His contact information is on the survey.
A schedule (which will be updated as necessary) of target
dates and formal public input will be included on the Cable
web site: cableairport.com.
Notice From the Airport Office
Due in part to the slow economy and the aging pilot population,
Cable no longer has the infamous two year wait for a
hangar. Tell your friends and relatives who might want to relocate
to call or drop in and get on our hangar list. In addition
the office will be enforcing the thirty day notice of vacancy as
spelled out in each hangar lease. Also leaving bulky items for
staff to dispose of when vacating a hangar will be grounds for
forfeiting some or all of the hangar deposit.

Join Foothill Flying Club
Last week Cable Airport was able to provide ideal testing facilities for the
MIT Motorsports team to test their Formula 1 style race car. Over the
past two years the team has designed and built the race car and recently
drove 3,000 miles from Boston to compete in an international FSAE student
design competition held at Fontana's Auto Club Speedway. MIT
performed better than ever taking 8th place out of 80 registered
teams. Testing the car at Cable Airport allowed the team to work through
any small issues with the car and gave the drivers time behind the
wheel. The team is now back in Boston, preparing for next year's competition.
MIT greatly appreciates the friendliness and generosity of everyone
at the airport and looks forward to seeing them again next year
June 24, 2010 "Woo Hoo!," that over-used exclamation of joy
and exuberation is a huge understatement compared to the day
we had Monday. Woo Hoo HOO!! might be better, but starts to
sound like some sort of bird call deep in the woods, so let's just
skip all the exclamations and say that Monday's transit from
Moorea to Papeete was even more raucous than Saturday's rally
to Moorea. The lumpiest seas we've been in to date, with 26-knot
winds right in our face and 10-foot seas coming from left and right, and
not something we'd be very happy to endure for more than a few hours.
But that's all it was, a few hours, and as such, it was a lot of fun -- water
flushing over the bow and the cabin in giant bucketfuls. We spent almost
the entire passage standing in front of the wheel, mid-center of the
boat, hanging on, Fly Aweigh pitching so high sometimes she looked like she was ready to actualize her name
and take flight. We really didn't have an overblown case of get-there-itis; we knew we could turn around and
tuck into Cook's Bay or back to Opunohu at any time, "always leave yourself an out," we say in the flying world,
and so we did.

Not so fast, AOPA tells FCC on 121.5 MHz ELT ban
The Federal Communications Commission (FCC) June 15 released the notice of a rule prohibiting the certification, manufacture,
importation, sale, or continued use of 121.5 MHz ELTs. The rule would suddenly make aircraft that are in full
compliance with the federal aviation regulations in violation of federal communications law. At this time, we caution anyone
against purchasing a new ELT until this issue is resolved, said AOPA Vice President of Regulatory Affairs Rob Hackman.
As verified by the FCC, the rule has not been published in the Federal Register, and thereby no effective date
can be determined. This provides AOPA and the general aviation industry the opportunity to address our concerns with the
FCC and potentially influence the outcome.
